On 1st July 2026, the Netherlands officially launched its new distance-based truck tolling system. This major reform applies to domestic and foreign heavy goods vehicles with a technical maximum mass of more than 3,500 kilograms. By replacing the previous Eurovignette, the country has shifted to a model where truck operators pay according to the exact number of kilometres driven on designated toll roads, including most motorways and selected provincial and municipal roads.

The launch of the new system was supported by a pre-registration process which allowed the truck operators to equip their vehicles and activate the service for their vehicles before start of toll collection. This helped to ensure a smooth launch, and the Toll Charger RDW can already look back on its first months with increasingly stable operations. For example, there were no queues for pick-up points at the border. The EETS providers are responsible for a high volume of users and collection of the charge right from the very start.

To comply with the new regulations, every eligible truck must have an active On-Board-Unit (OBU) linked to a registered service provider. The OBU must remain switched on at all times while driving within the country, even on roads without tolls. Rates are calculated using the vehicle's weight and CO2 emission class, which directly rewards cleaner and lighter transport options.

Enforcement through camera surveillance and truck stops is already in place. Vehicles detected without a valid contract face immediate financial penalties of up to €800. Driving with an inactive or malfunctioning toll devise can result in a penalty of €500. The first six months after go-live the fines will be 50% less to allow owners to get used to the new situation.

To support the transport sector during a transition period where also the fuel prices have increased, the government has announced a temporary rate reduction of 22.3% from 1st September until the end of December 2026.
