EU Court fines Bulgaria for delayed EETS Directive Implementation
On 30 April 2026, the Court of Justice of the European Union delivered its judgement on Case C-479/23 Commission v Bulgaria, concerning the failure to transpose the EETS Directive (EU) 2019/520 on the interoperability of electronic road toll systems. The case follows from the infringement procedure which was initiated against Bulgaria.
The Court found that Bulgaria did not adopt and notify the necessary national measures to fully implement the directive by the required deadline of 19 October 2021. Although some legislative progress was made during the proceedings, the transposition remained incomplete for several years.
Given the duration and seriousness of the infringement, the Court ordered Bulgaria to pay a lump sum of €1.9 million to the European Commission.
Directive (EU) 2019/520 aims to ensure the interoperability of electronic toll systems across Europe and to facilitate the cross-border enforcement of unpaid road fees. The ruling highlights the importance of timely and complete implementation of EU legislation in this area.
